Contribute toward a civic outcome

Describe the condition, the public service impact, and the outcome you want. Separate what you observed from what you infer. Use current, attributable evidence and correct mistakes promptly.

Do not harm or expose people

• No threats, harassment, hate, sexual exploitation, stalking, or encouragement of violence or self-harm.
• No home addresses, private contact details, identity documents, faces of bystanders, sealed remedies, or other unnecessary personal information.
• No targeting an ordinary employee, private account, child, reporter, verifier, moderator, or vulnerable person.

Protect civic integrity

• No fabricated evidence, impersonation, coordinated vote manipulation, duplicate accounts, points trading, retaliation, or misleading claims of official authority.
• Do not treat an agency closure, X reply, popularity, or model output as proof that the real-world outcome occurred.
• X engagement never creates civic truth, points, responsibility, or a Spruced outcome.

Moderation, reporting, and appeals

Residents can report content and block another account. Professional staff handle launch moderation, safety, legal, abuse, integrity, and appeals. Community reputation may affect prominence, but it never grants final safety or civic-truth authority at launch.

Enforcement may include reduced distribution, content removal, account restrictions, a correction or takedown hold, and preservation required for an appeal, safety response, or lawful process.
